Why are there no online elementary schools for North Carolina?

Question by : Why are there no online elementary schools for North Carolina?
I am thinking about homeschooling and have looked at online virtual schools. I noticed that K12 and Connections academy both are free in most states, but not in North Carolina. The tuition is as much a sending my son to private school. Why is it not free in North Carolina, but is free in South Carolina?
